    Understanding Unit/Intermediate/Exterior Packs

    In our earlier post on MIL-STD-2073, we introduced the three layers of military packaging — preservation, packaging, and packing. That third layer is where most of the physical container work actually happens, and it breaks down further into three distinct container types: the unit pack, the intermediate pack, and the exterior pack. Contractors who don’t build each layer to spec are one of the most common causes of failed DCMA inspections, so it’s worth understanding exactly what each one is for.

    Unit Pack: The Container Closest to the Item

    The unit pack is the smallest container in the hierarchy — the one that directly holds a single preserved item or a single unit of issue. Its job is to maintain the preservation you already applied (cleaning, drying, corrosion-preventive compounds, desiccants, barrier material) and to protect the item from handling damage at the most immediate level. A unit pack might be a heat-sealed barrier bag, a corrugated carton, a blister pack, or a molded container, depending on the item’s size, fragility, and the level of protection called out on the contract.

    This is also where cushioning is usually applied first — foam, bubble wrap, or molded inserts sized to the item, not just dropped in loose. A unit pack that’s the right material but poorly fitted to the item is a common deficiency, because loose cushioning shifts in transit and stops doing its job.

    Intermediate Pack: Grouping Without Losing Protection

    The intermediate pack sits between the unit pack and the exterior pack. Its purpose is to consolidate multiple unit packs into a single, more manageable grouping before they go into the exterior container — useful for high-quantity line items where packing hundreds of individual unit packs directly into one exterior box would be impractical and would leave voids that let contents shift.

    Not every shipment needs an intermediate pack. When the packaging requirement code doesn’t call for one, unit packs go straight into the exterior container. Adding an unnecessary intermediate layer wastes material and labor; skipping a required one leaves unit packs under-supported inside the exterior box. Reading the PRC for the specific item, rather than defaulting to a standard build, is what determines which applies.

    Exterior Pack: What Actually Gets Shipped

    The exterior pack is the shipping container itself — the wood box, fiberboard case, or reusable container that gets loaded, palletized, stacked, and moved through the defense transportation system. It has to do two jobs at once: physically protect everything inside it through handling and stacking, and carry the exterior markings required by MIL-STD-129 so the shipment can be identified, tracked, and routed correctly.

    The level of protection specified for the item (Level A, B, or the ASTM D3951-referenced Level C) determines what the exterior pack is built from and how much it has to withstand — a wood box rated for worldwide shipment and years of storage looks nothing like a fiberboard case built for a short domestic move, even though both are technically “exterior packs.”

    Where This Trips Contractors Up

    • Treating “packing” as one generic box instead of three distinct layers with their own material and construction requirements
    • Building a unit pack correctly but skipping or misapplying the intermediate layer when the PRC calls for one
    • Choosing an exterior container based on what’s on hand rather than what the specified level of protection actually requires
    • Applying correct construction at every layer but missing the MIL-STD-129 marking on the exterior pack, which fails inspection independently of the packaging itself

    Each layer is inspected on its own merits, and a strong unit pack doesn’t compensate for a weak exterior pack or a missing intermediate layer. Reviewing the full pack — unit, intermediate, and exterior — before shipment catches these gaps before a DCMA inspection does.

    The Short Version

    Unit, intermediate, and exterior packs aren’t three names for the same box — they’re three purpose-built layers, each governed by its own construction requirements under MIL-STD-2073, and each capable of failing inspection independently of the others. Reading the packaging requirement code for the specific item tells you what each layer needs to be; building all three to that spec, with proper MIL-STD-129 marking on the outside, is what gets a shipment through DCMA on the first attempt.

One question that comes up constantly once contractors get that far: if Level C in MIL-STD-2073 just points to ASTM D3951, why do both standards exist, and how do you know which one your contract actually needs?

    Here’s the practical difference.

    Two Standards, Two Purposes

    MIL-STD-2073-1 is a Department of Defense standard. It’s written for materiel that has to survive the defense supply chain specifically — extended and sometimes indefinite storage, multiple handling points, worldwide shipment, and exposure to whatever climate and terrain a given deployment throws at it. It assumes the item may sit in a container or warehouse for a long time before anyone opens it, and it has to come out ready to use.

    ASTM D3951 is a civilian standard published by ASTM International — the “Standard Practice for Commercial Packaging.” It’s built around commercial shipping conditions: a package that moves through a distribution network in a matter of days or weeks, not years, and doesn’t need to withstand the same extremes of climate and handling that a Level A or B military pack does.

    Neither standard is “better” than the other — they’re built for different journeys. The mismatch happens when a contractor applies the wrong one to the wrong item.

    Where They Meet: Level C

    MIL-STD-2073 doesn’t ignore commercial packaging — it incorporates it. When an item’s Packaging Requirement Code (PRC) calls for Level C (Commercial), the contract is telling you the item doesn’t need Level A or B protection, and ASTM D3951 packaging is acceptable. This is common for items that are rugged by nature, low-value, or headed somewhere with a short, predictable shipping and handling path.

    So in practice, most contractors aren’t choosing between MIL-STD-2073 and ASTM D3951 in the abstract — they’re reading the PRC on their specific contract, which tells them exactly which level (A, B, or C) applies to that item, and therefore which packaging approach to use.

    Marking Applies Either Way

    One detail that gets missed: choosing Level C doesn’t mean the marking requirements go away. Shipments to DoD still need to be marked in accordance with MIL-STD-129, regardless of whether the pack itself was built to full MIL-STD-2073 levels or to ASTM D3951 commercial packaging. Contractors sometimes treat “Level C” as “commercial packaging, commercial rules” across the board — and then get flagged for marking, not for the pack itself.

    Why the Distinction Matters

    Getting this wrong runs in both directions, and both are costly:

    • Over-packaging — building a Level A pack for an item the PRC specifies as Level C wastes material, labor, and money on protection the contract doesn’t require or pay for.
    • Under-packaging — using commercial-grade ASTM D3951 packaging for an item the PRC specifies as Level A or B risks damage in transit, failed DCMA inspection, and a rejected shipment that has to be repacked and resubmitted — on your schedule, not the government’s.

    The fix in both cases is the same: read the packaging requirement code for the specific item before building the pack, not after.

    The Short Version

    MIL-STD-2073 is the military packaging standard for items that need to survive the defense supply chain. ASTM D3951 is the commercial packaging standard, and MIL-STD-2073 explicitly permits it for Level C items. The PRC on your contract tells you which one applies — and no matter which one you use, MIL-STD-129 marking requirements still apply to shipments going to DoD.

    If you manufacture components or equipment that end up in a DoD contract, you’ve probably seen “MIL-STD-2073” written into a purchase order or statement of work without much explanation of what it actually requires. It’s one of the most common sources of rejected shipments and failed DCMA inspections — not because the packaging itself is complicated, but because the requirements are easy to misread if you’ve never worked with military packaging before.

    Here’s what MIL-STD-2073 actually covers, in plain terms.

    What MIL-STD-2073 Is

    MIL-STD-2073-1 is the Department of Defense’s standard practice for military packaging. It governs how materiel is preserved, packaged, packed, and marked so it survives shipment, handling, and storage — sometimes for years, in a warehouse or aboard a ship, before it’s ever used. The standard exists because commercial packaging (built for a package that moves from a warehouse to a doorstep in a few days) isn’t built to survive the conditions military shipments actually face: extended storage, multiple handling points, extreme climates, and long transit times through the defense supply chain.

    When a contract cites MIL-STD-2073, it’s telling you the item needs to arrive ready for use, not just intact.

    The Three Components: Preservation, Packaging, Packing

    MIL-STD-2073 breaks the job into three distinct layers, and each one has its own requirements — we go deeper on the packing layer specifically in Understanding Unit/Intermediate/Exterior Packs:

    • Preservation — protecting the item itself from corrosion, moisture, and deterioration. This is where cleaning, drying, corrosion-preventive compounds, desiccants, and barrier materials come in.
    • Packaging — the unit and intermediate pack that holds the preserved item: cushioning, wrapping, and the container immediately around the item.
    • Packing — the exterior shipping container that holds one or more unit packs for transport — the crate, box, or container that actually gets loaded, stacked, and shipped.

    Get any one of these wrong — the wrong preservation method for the item’s material, cushioning that doesn’t match the shipping level, an exterior pack that isn’t rated for the specified level of protection — and the whole shipment can fail inspection even if the item inside is perfect.

    Levels of Protection: A, B, and C

    MIL-STD-2073 defines levels of protection that determine how much the packaging has to withstand:

    • Level A — the highest level, built for the most severe worldwide shipment, handling, and storage conditions, including extended or indefinite storage and exposure to extreme climates. Level A packs typically use wood boxes, reusable metal containers, or heavy-duty plastic containers.
    • Level B — protection for moderate shipping and storage conditions, generally domestic or less severe environments. Level B allows lighter materials: weather-resistant fiberboard, domestic wood crates, or weather-resistant multi-wall shipping sacks.
    • Level C (Commercial) — the minimum level, used when the item doesn’t need military-grade protection. Level C packaging is typically specified by reference to ASTM D3951, the commercial packaging standard, rather than by MIL-STD-2073’s own material requirements.     The level isn’t a judgment call the manufacturer makes — it’s specified on the contract through a Packaging Requirement Code (PRC), which spells out the preservation method, cushioning material, level of protection, cleaning/drying procedure, container type, and any special marking instructions tied to that specific item.

    Marking: Where MIL-STD-129 Comes In

    MIL-STD-2073 covers how the item is protected; MIL-STD-129 covers how the package is marked and labeled once it’s built — bar codes, unique item identifiers, hazard placards, and shipment data that let the item be tracked and handled correctly through the defense transportation system. The two standards work together: packaging done to MIL-STD-2073 that isn’t marked to MIL-STD-129 is just as likely to get rejected as packaging with the wrong level of protection.

    Where This Trips Manufacturers Up

    In our experience reviewing packaging before shipment, the same few issues account for most of the rejections and delays:

    • Applying a Level A process to an item specified for Level B (or vice versa) because the PRC wasn’t read carefully against the actual item
    • Using a preservation method suited to one material class (say, ferrous metal) on an item that needs a different one
    • Treating MIL-STD-2073 and MIL-STD-129 as one requirement instead of two, and missing the marking step entirely
    • Assuming commercial packaging is “close enough” for a Level A or B item because it looks sturdy

    None of these are hard to avoid once you know to check for them — but they’re exactly the kind of thing a DCMA inspector is trained to catch, and exactly the kind of thing that costs a contractor a delivery schedule.

    The Bottom Line

    MIL-STD-2073 isn’t there to make shipping harder — it exists because the defense supply chain can’t afford items that arrive damaged, corroded, or unusable after months in transit and storage. Reading the packaging requirement code correctly, matching the level of protection to what’s actually specified, and pairing it with proper MIL-STD-129 marking is most of the battle. The rest is making sure someone reviews the pack before it ships, not after DCMA finds the problem.
